If you take others for hire without the State mandated requirements and commercial insurance (taxi) you will be arrested, sued if in an accident, fined and your driving PRIVILEGES (not a right) revoked until you've paid up.
Airport pickups etc, also have their own rules, stickers, fees etc. Something Uber takes care of for you or gives you instructions when you arrive (like displaying trade dress). Airports are always looking for pirate taxis. Cameras everywhere.
With Uber the commercial insurance is on the trip only booked through the app, why Uber is cheaper usually.
Uber's algorithm is searching for those doing exactly what your proposing (stealing customers) and will suddenly drop you for fraud. And from using Uber as a rider even.
It is possible to be the closest driver (no others around for 6+ minutes) to receive the ping. So pre-arrangements are possible. Just not closer than 10 feet between you and customer or phone signal drowns out your phone making you invisible.
