Don't make a U-turn within 100 feet of an intersection.
Most drivers don't know that in addition to this rule, it is illegal to make ANY U-turn in the loop:

"It shall be unlawful for the operator of any vehicle to turn such vehicle in any street so as to proceed in the opposite direction in the territory bounded by and including Wacker Drive on the west and the north, Michigan Avenue on the east, and Congress Parkway on the south, unless official signs are erected to permit such turns."

As for the rest of this thread, my pet peeve is, typically and frequently taxi drivers, who stop in the middle of the street to p/u or dropoff, never use hazard lights, and often there is a perfectly good place nearby to pull over that is completely ignored.
