I don't ascribe to the saying "App off until surge on" as much as some here do, but I noticed lately I'll watch the app after dropping off and not accepting rides. I see there's no surges nearby (or anywhere). Suspicious, I turn the app on real quick, and there's red clouds all around. It's looking like a heat wave, baby! But not visible with app off.

Uber surge is bait and switch as you know, with app off showing higher surge will be cut in half as soon as you go online, it also does not stick so you can only catch it when right on top of it and going online simultaneously, and even then its not guaranteed, because if you get pinged from far away where there is no surge your amount will be reduced even further. Its so convoluted and scammy , my head hurts just trying to explain this mess.
PS with heat map not showing when its actually there, this could be your personal phone related, try to force close and reopen the app (you dont need to go offline for this), sometimes the app just struggles/delays to load heat map on the screen.
