Do I read this properly?
It used to be DVLA check code which only can be used once.
Now doing online application they're asking for 3-year authorisation?
"as and when they require, at a frequency they shall determine"

Being the person referred to in the application above, I authorise Transport for London (TfL) to ask DVLA for my driver record information as and when they require, at a frequency they shall determine and for TfL to hold that information in accordance with all applicable privacy and data protection legislation.

I authorise and direct DVLA to disclose to TfL all relevant information relating to my driver record from the computerised register of drivers maintained by DVLA. This includes personal details, driving entitlements, endorsement details, disqualifications, convictions, photo images and CPC details (where appropriate). Medical information is not to be provided.

This authority will expire when I cease to drive in connection with the taxi or private hire licence issued by TfL, or in any case three years from the date of my signature.

I am tempted to decline this one.
As anyone would trust them to keep all data safely...

Fostel I agree it seems rather heavy handed
It does save you the chore and relieves the responsibility of informing them if your details change in any way

Do you think that by confirming this declaration the licensee is relieved from reporting changes?
It would help but I can not confirm this from the piece they showed.

I would tick no personally.

But if pulled by compliance I would happily get them a checkcode.to check the validity of my Licence.

My preference would be to deal with such things with a Police Officer

I ticked NO.
Will see they've got fresh DVLA check to support this application.
If they cannot review it within 21 days, I will produce a new one but I am not fancy being checked every week or pass all this additional data.

I will let you guys know about the outcome.

One more thing.
When they use DVLA check code you provided you know who and when used it.
With this agreement, it seems to go out of control completely.

I don't know how potentially this year's form 203R looks like.
My paper one is from September 2018 and was different to the point I had to apply online.
I used to do it by post with the whole post check.

It's done now. Will see.

I think it's always been like this and they have been doing the checks without extra permission from us during the duration of the licence but with the new data protection laws in place they are getting us to fill in this form now.

Thats a good point it could be due to GDPR
