I wouldn't bet on not having problems getting a ride because Uber would simply use the tips to cut their payouts. That's how Uber Eats, Doordash, Grubhub, and Instacart cut their payouts.

If a pax were to tip $3 upfront Uber would reduce the pay for that trip by $3. For a short trip Uber may not be able to steal as much of the tip.
