At what point will there be a cap for drivers? I know uber black has a cap so why not the rest?

First off, don't be a dick. You're the taxi driver that's fighting a losing battle. Secondly, what's gonna happen is sweet sweet capitalism will kick in and several ride sharing apps will pop up. The best one will win not the oldest. I'll personally drive for the gives me a driving guarantee or one that provides a driver cap.No driver cap.

You are basically correct, the cost to Uber is close to zero. They still have processing costs involved, but that is pretty much minimalUber has 0 cost since a driver is not an Uber employee. So why cap the number of drivers? The more drivers on the road the better it is for Uber...the worse it is for Uber drivers since that means less $$$.

Taxi concerns in Pennsylvania also have their fares regulated. They cannot raise or lower fares without permission of the state government.Many cities have limits on the number of taxi licenses they will issue. It's called the medallion system and its one of the things Uber is attempting to destroy.
So by driving for Uber, you're helping to destroy the very thing you want.

Are you sure the state really cares about cab fares? In my experience in Ohio and Kentucky the "cabbie codes" fares and regulations seem to be at the City or municipal level. Uber isn't bound by this, that's part of their entire business plan- frequently and unilaterally changing fares either "across the board" or during "surges" of varying intensities. Cabs can't do that legally.

Huh... no permanent hack licenses here. Every year criminal check, city hall, pv office for picture / child support etc, back to city hall....In Pennsylvania, taxi fares are regulated as a public utility by the state's PUC, and they have to go to Harrisburg.
Although, Philadelphia is a different story, as the state's only "1st Class City" it has powers over a lot of activities that the thousands of other cities, boroughs and townships don't have. Taxis might be part of that deal.
The only thing the city of Pittsburgh did, when I signed on to hack was make me pay $10 and get fingerprinted at police headquarters to get my permanent hack license which I still have even though I haven't driven in 20 years

The state PUC considers requests for taxi fare increases on a case by case basis, not all companies had the exact same fares even here in Pittsburgh.Huh... no permanent hack licenses here. Every year criminal check, city hall, pv office for picture / child support etc, back to city hall....
Kinda silly for a state government to have a one size fits all, or better yet , determine fares in the many cities in a state.
