Why the queue doesn’t move

Video on Facebook. Supposedly the rats got busted in Tampa for monopolizing the queue using this technology. Too bad the police at RSW only do speeding tickets. If you have FB look under Uber/Lyft drivers. Crazy video. These scammers are serious about monopolizing the system. Someone mentioned a van at RSW is doing the same thing as here. That's why the queue doesn't move! .
