In the taxi world, each jurisdiction sets it's own meter rates.
In the PTC world there is no such regulation (yet).
Uber is free to charge whatever it chooses.
Rates should be higher outside of the GTA anyway as in any area that has less people per square km, the deadhead between paid calls will be higher resulting in higher expenses for the driver.

The rates are different in Hamilton too

Usually they are set to make accommodations for average distance to pickup, average traffic conditions etc.

We have a lower per minute rate in Hamilton but a higher per km rate.

This is likely due to traffic in Toronto being worse.
