I've been reading that Karhoo is getting busy, but they only work with fleet operators. When are we going to get a choice app, when is Khoo opening up to all PCO holders.

That is a good reason to get their drivers and grow faster. I don't want to be working for an app but still be exploited by the controllers on the minicab offices.
They ask for high deposits that never get returned, expect drivers to work 12hr shifts etc

Karhoo only work with Operators, just like BlackLane.

I doubt either will change anytime soon
