You have clearly not been in PH for very long and certainly weren't a Courier either.

Otherwise you would know that a Driver coming up in the Radio to announce the location of "Free MOTs" was a pretty common occurrence.

Though not sure how you can avoid TFL Compliance, as they usually wait at high traffic drop offs with no possibility for Taxi and PH Drivers that may be non compliant to avoid them, and since you can't drop your punter off somewhere else any warning is about as much use as a chocolate teapot.
