Beneficial?? I would think it's a lot more beneficial than a 10% or more reduction that has happened many times over the past years.

What Uber is trying to say, dear OP, is that your per mile and per minute rates would increase by 10%.
Example:
Let's say you currently make $.80 per mile and $.20 per minute. With the new increase, you'll be making $.88 per mile and $.22 per minute.
The booking fee increase? Well that's Uber's raise and you won't see none of it.
Hope this helps and you can finally buy your dream home with your new raise.
