While not specified in the regulations, if you read these forums and other places, the TNCs (for their own liability protection) conduct background checks. There are many instances of candidates rejected due to past criminal or driving records as well as unsafe vehicles. It's not perfect, but it exists.
The business license requirement has not been resolved. The Secretary of State as well as cities/counties have yet to decide.
Legislature chose not to require drug testing. To add it now would violate the law, an official was quoted in a recent Sun article.
