If I had any money, I would get exactly this dashcam.

I checked with an attorney* when I got mine. She said that caselaw hasn't been settled yet whether we are public space (no expectation of privacy) or private space (with expectation of privacy). Her recommendation was if I do a lot of rides in MD and record sound to post the 'for your safety audio and video recording equipment may be in use' type of signs.
I did have the signs when I first started using it. Drunks long ago tore them down. Honestly in 5000 rides I have had one semi-complaint. Drunk chick saying something about she had a security clearance and the camera would interfere with it. She also said something about aliens (Star Wars aliens not Nats121 aliens) so I really don't know WTF she was talking about.
Had a few people compliment having it. If someone has an issue with it tell them GTFO.
*I'm not an attorney and don't play one on the internet. Do your own due diligence. Don't show up to court and say 'this asshole Dallas Cowboys fan on the internet said that I could' or the judge will laugh his ass off as he rules against you.

You can definitely record in Virginia and D.C., they are "one party" jurisdictions.
Not sure about MD, it might depend on the "public space" mentioned above, or on other things.
