Uber has noticed that passengers are looking for alternate transportation when there aren't any cars nearby or the surge goes above a certain number. To try and keep the passenger from going to Lyft or finding a cab the app will now show them an ETA and price for Uber select in an attempt to keep them from walking away from Uber when the X product isn't available. It happened to a friend of mine Saturday night and she was able to get an Uber select in a quarter of the time and at the same price as an UberX (the surge on UberX was 2.5 at the time).

Upselling Uber Products
I've been saying this for awhile but others have shot me down. Uber clearly makes more money with select rides. I believe one of their intentions with .30/.30 X rates is that they want drivers and passengers to switch over to select to not only lyrics get a better experience but to increase their revenue.
If they lower their rates enough, Lyft will have to follow suit. Eventually, the quality of the Uber X and lyft experience will go down the toilet because only bottom dwellers and those in utter dispare will be willing to drive at those prices. Customers will then be left to chose a taxi or higher Uber services, primarily select or black.
