You can get ping wherever uber is available. The database of uber don't check the driver license if he/she have proper licensing for that particular area the system check who is close by. I did pick up in Long Island before too but the calls are so far apart that I have to drive 6 to 10 miles to get to the fare and it's only $6 call
Anywhere on the 'Guy-land is legal except for East Hampton (&Montauk?) but Uber has said they've ceased operations there so you shouldn't get EH pings . With NYC TLC license and plates you are legal to pickup most anywhere in the country EXCEPT Newark Airport and Newark Penn Station. Uber has given me pings for EWR which I decline - who needs the hassle of fighting a stupid ticket in Newark even if Uber will reimburse!?

No. This post is partly BS. If you are an NJ/CT Uber driver you will ONLY get pings for trips originating in NJ/CT while you are physically located there. If you get a drop-off in NYS then you will have to dead-head back to NJ/CT to get another ping.

Don't DO IT. There is a lot of enforcement lately.
T-C plated vehicles are allowed to do single-point trips outside of the 5 boroughs. That means a pickup in Nassau and drop in Suffolk is fine but a pick-up in Nassau and drop in Nassau is fined. UBER ought to be able to give you single-point pings so they are culpable for giving you work you are not properly licensed for (how are we supposed to know where these freakin county borders are!?). Be careful when dropping at train stations, these are common destinations that TLC enforcement use to snare NYC drivers. So suggest to your pax, a drop-off across the street from the train station. Use your destination filters to lower the risk of getting fine-able pings. When I am in Westchester or LI, I set the filter for JFK, these are the best paying trips anyway cuz they get you on the highway for 20-30 miles. Keep in mind that, 60mph highway trips bill-out for $120/hour while 10mph, around-town trips bill-out for like $40/hour, do the math.

so we are allowed to pick up in Westchester if the destination is outside of Westchester?

However, stay away from White Plains and White Plains Airport. White plains has enacted municipal ordinances that say only marked (White Plains in 3" high letters) cars can pickup in White Plains. And only W-C plated vehicles and White Plains taxis can pick up at the airport. Even other WC municipal taxis cannot pickup at the airport - so friggin ridiculous.
