He didn't do a very good job of removing it all then but not only that he's in a Prius, does he not realise that car has become synonymous with Uber?

It was an Uber decision not to allow cross hiring is that correct?.

Why did this guy remove the roundels if he was legal (perhaps he was legal and was fed up of the grief from the local drivers.)

He is getting grief from local drivers,probably an ex driver in that town,possibly been revoked and went out and got a PCO license

I don’t have roundels on mine. All cars under my op licence are exempt from displaying front roundels. TFL give this exemption on very special circumstances as stated by them.

This car is not licenced by tfl in fact its not licenced anywere !! Its been checked with every local authority in the uk ..but is working on uber platform,,, more evidence for ubers fit and proper court case !!

Where is the proof, he could be anyone, what's this got to with uber?, the guy in the video says he must work for Uber, this hasn't been proven has it.

Without a doubt something is dodgy, the driver no doubt is a dodge but I couldn't tell you with any confidence this is anything directly to do with Uber.

Without context that quote is meaningless, he could have been leaving PHV?

As for that Prius LL65YYV has no current TFL disk and from personal verifiable experience from March 2018, Uber disable your access as soon as TFL notify them.

There is more to this incident. He very well could have been working but only between losing the Roundels and notification to Uber.
