Toronto Regulations: FAQs

When will the regulations take effect?

The regulations do not take effect immediately. The implementation date is likely to be months away. Until then, operations will continue in Toronto in order to provide riders with reliable and affordable transportation. We'll notify you of any important dates as the implementation draws closer.

Will drivers need a special license to operate?

Drivers will not need a special driver's license to operate. Uber will be licensed as a Private Transportation Company (PTC) and we will supply a list of active drivers to the City on a frequent basis. Drivers who pass Uber's screening process (unrestricted G license, clear background screening and passed vehicle inspection) will be granted a City license to operate as a PTC driver.

Will the City impose fees?

Uber driver-partners will not have to pay any licensing fees directly to Uber or the City. However, there will be a fee of 30 cents per ride that will be added to the total fare and paid by your riders. Uber will collect and remit this fee to the City.

Will there be mandatory training for drivers?

Some online driver training will be required and the ML&S Director has authority to set training topics and review a PTC's program. We will provide more information to you as this training is developed.

How will vehicle insurance work?

We have been working closely with Intact Financial to develop a new and innovative insurance plan for ridesharing that meets the City's new requirement. In the interim, every uberX ride in Canada continues to be covered by auto liability insurance with Uber's current insurance provider. Uber maintains insurance for bodily injury and property damage to third parties and we also have a well established claim notification process.

Will my car qualify?

The City will impose a vehicle age cap of 7 years, which will not take effect immediately. For now, all vehicles 10 years or newer remain eligible for uberX. We will send more information this summer to anybody with a vehicle older than 7 years old.

Will my vehicle require another inspection?

All vehicles must undergo an inspection based on criteria to be laid out by the City. We will provide details (potential dates, locations, costs) in coming weeks. We'll work hard to make this process efficient and affordable!

Will vehicles require cameras?

There will be no requirement for cameras in vehicles.

I live in another city, not in Toronto. Can I drive in Toronto when the new regs kick in?
My guess: After regs are in place (Summer 2016), you'll have to comply with them if you are to work in Toronto (inclusively, no matter of your residence). However this issue is not very straightforward. Folks who pick up outside of Toronto and drop passengers in downtown TO, are they supposed to be in compliance with TO regs?

It has always been related to pick ups. Not drop offs.

You will have to follow the regulations for the city you pick up a pax in.

Curious though. If Oshawa doesn't impose the 7 year rule can drivers with older cars work out there?
I don't see why not (assuming that City of Oshawa has no regulations). I'm not sure that you'll want to be driving pax to downtown Toronto and then taking the dead mile trip back to Oshawa, though. You won't be able to pick up any pax after the drop off.

Yes, I am going to wait till the dust settles in all areas, watch this forum, see if drivers are able to make money. If you have to qualify in every area what's it going to cost me and how long before I can recoup my losses. I don't trust a thing Uber has to say. They will always take back a good driver.

So what happens when Markham, Pickering and Mississauga require inspections and licenses? We have to comply with each city to drive there?
Yes. Drop off will be fine but you won't be able to pick up in the municipalities you are not licensed in. This is how it has been for Taxis. If and when the other cities make their own rules, you will have to comply to be able to pick up. They will most likely be similar to Toronto, minus all the concessions made for taxi plate owners I presume.

I believe Uber will be taking care of these complexities with the help of technology. Older than 7 years cars will get pings in other cities but not in Toronto. Similarly there will be different ride rates automatically applied according to the local regulations for each city where partners are picking the riders.
