I'm Mark in Phoenix and on Sat Aug 20 ia t 11:46 pm I got a trip requuest. I was sitting on a $38 surge so I accepted the ride. Upon completion uber grabbed the ride and said it was under review. Said review would take up to 48 hrs. It's not Aug 31st and still no pay. Anyone else ever had this?

You have to argue with them and fight with them and even then you may never get it.

Have you been on their case about this daily? You need to nag them until you get paid as I had (not similar) situation where a rider left a mess in my car and Lyft took a week to give me a $50 cleaning fee. After blowing up their emails for 6 days straight, money magically appeared in my account.
