Most likely they are checking for DA. You know, that thingy that Uber is a bit, you know, sorta vague-ish about that they ought to tell drivers to show them before they can go onto the platform.

Do they have any authority to check anything about a non taxi vehicle or its driver?

I would say so because we ride share and that is classed as similar to a taxi
