It could just be you're not there during a surge.
I'm curious:
-Is your driver app showing surge in Seattle/outside of Tacoma?
-Were you permitted to drive in Tacoma previous to Uber opening it up to all? i.e. Do you have a City of Tacoma business license, took the city's knowledge test, etc?
If your app is showing surge outside of Tacoma, and you weren't previously a Tacoma permitted driver, I wonder if there's a glitch? I know when I'm over in OlyPen (Olympic Peninsula zone) I can't see surges for Seattle until I am in that zone. Perhaps the opening of Tacoma to Seattle drivers isn't a full, cart blanche opening? So while you're there, able to accept rides you're not fully there within their system. Have you received surge rates in Tacoma?
You can work around this by using a second party app to monitor surges. "Surge 2x" [by Duncan] allows you to see your current area (& I think 1 other?) without buying the premium version. It might only be iOS though. There's another copycat app "Surge" [by Sudu] that might be available non iOS format that the reviews say it only shows your current location.

***Caveat.... since Uber is separating what the pax is charged from what the driver's paid ... these apps may be losing their accuracy.
