The pax in the core always wait out the surge. It's annoying and this is why when some areas are surging, I don't even turn my app on because I know the pax is going to wait until the surge goes down or it goes away.

just go offline and make someone far away pick them up. this way it hurts the driver online and the rider as opposed to hurting you.
until uber realizes that we are going offline and decides to keep longer surge so that we can get paid for our effort to be in high demand areas.
