Personally, I would report it as this impending party is clearly not only a violation of the Austin Health Order; but it's reckless behavior that could end up infecting people with compromised immune systems in the community. As it stands now, the Austin Health Order will expire in mid-April if things stay status-quo; however, we could easily be forced to stay home for months if things get out of hand ... and while it's not fun to be stuck at home for weeks not making any money, I'd rather be stuck at home for a few weeks & live through this than be stuck at home for months or possibly die as a result of someone's reckless behavior.
According to the Austin Health Order & Travis County Health Order ... anyone violating the Health Order will be charged with a misdemeanor and face a fine up to $1,000 and/or 180 days in jail. *as a former LEO - they don't only issue violations to the Event Organizers. And, FYI, since your prospective rider isn't traveling for an authorized exception to the Health Order, you could also get charged with violating the Health Order - because transportation providers are only exempt from the Health Order when providing transportation for passengers who are exempt from the Health Order.
