I been getting requests 15 min away from sfo drivers are not accepting base rate from what I’m seeing but the surge is being held back

Do you never go to the airport? Do you not see how many ants are there waiting for the $15 base rideIf they can't get the drivers in the lot to take the rides, then why not entice drivers from the next closest service area to populate a surge zone just outside of SFO?
Once you get to Millbrae or San Bruno you are in no mans land.
Chances are once drivers try to get the surrounding surge it will dissipate and the driver will continue to SFO .
Once there, the driver realizes he has wasted his time and gas and is now motivated to get the heck out of there quickly....even at base.
That's the game .... played constantly on every ride taken everywhere.
Period.
Also, San Bruno has two busy areas, such as Tanforan Mall and the Casino (Artichoke Joe's Casino) and Bart/Caltrain in Millbrae. Those busy areas have always been great. Perfect for those times when u want minimum distance unmatched Pool rides at base.That 15 minutes estimate is overly optimistic, unless the terminals are dead. More likely about half hour at least!
