There's already rules in place for how much you can drive, 12 out of 15 hours. With a 10 hour break required if you do hit 12 hours for Seattle. I really don't see the union trying to schedule where and when someone drives. As that will kill one of the main things that attracts drivers, to uber.
Less drivers participating, less drivers that they can get dues out of. Everyone wants more money. Uber/Lyft wants more money, we want more money and the unions want more money. And increasing the rates accomplishes this for everyone.
