What do you do after you drop of pax at the border ? Do you hang around and wait for a ping ? I have dropped of pax on three different occasions and waited for pings but didn't get any. Ended up driving back to central SD (North Park and Mission Valley ) resulting in dead miles.
 
I dropped someone off once and got a ping almost immediately upon turning it back on. I ended up having to cancel it though because the service was so bad my phone wasn't working to call or text the person and there was so much traffic I couldn't find them.
 
It depends on the time of day. During the week in the morning is your best shot at picking up a ride back.
Not sure about night. I cross from TJ into San Diego often and sometimes get a hit in Imperial Beach/Chula Vista area. They are both pretty busy so if you're gonna try to get a ride back I suggest hanging out around Palm ave or over at the beach in Imperial Beach.

Sometimes I get nothin and just head back to downtown. Prolly 50/50 for me. I'm usually their mid-morning.
 
I found if I go to the border I end up working Chula Vista pings.
They are nice every day working folks and tend to tip more than the rich folks in La Jolla.
There is a lot of business in the South Bay, but I live a long way from there, so try not to get stuck in the Chula Vista / National City runs.
I see Chula Vista as yellow on the heat maps every weekend.
