Only Santa Barbara has a booking fee of $1.25,so you were in Santa Barbara ,but yet your screenshots doesn't make any sense whatsoever ( not blaming you, most likely it's a uber glitch) cause if its surging at X 4.6, per mile rate should show $5.75 ( not $ 1.25).

But yet per min and base rates are correct , it's exactly what X4.6 is
$ 0.22 per min
$. 1.00 base.
