UPDATE: I'm in San Fran Bay Area, but this likely applies to you if your local gov't is issuing Shelter In Place orders over the coronavirus. I just read through the Alameda County Health Officer Order to Shelter In Place (7 pages) and on page 6, it lists "essential services" as "airlines, taxies, and other private transportation providers providing transportation services necessary for Essential Activities..." THIS WOULD INCLUDE LYFT AND UBER, and logically should apply anywhere. Doublecheck with your local health authority website or make a call. But you should be able to drive if you absolutely need to. Rides are sparse. Get used to it for the next 2-3 weeks or suck it up and stay home.

I will not be responding to any replies. This was just an FYI.

idk. contra costa says about the same. spells out taxi, but not Uber or Lyft.
I'll try to go online Tuesday at my normal time and see what happens.

an updated FAQ pointed out 'private rides' which I take to mean taxis and U/L are ok....but for 'essential' travel of the pax. Hum. I"ll go online Tuesday as I normally do and see what happens.

Folks there is no problem driving ride share anywhere as of right now. The Feds even came out and said that transportation is needed. Especially this kind... Mass transportation is a high risk venture for riders needing to go places. Common sense says using Uber and Lyft at a time like this is likely the safest way to get around. Also food delivery is probably going be very lucrative. I signed up and had it added to my driver account and it was active in 24 hours. Keep your car sanitized, use hand sanitizer and wash your hands every chance you get, you will be fine. People are moving around. I have been making my daily goals in all areas that I drive using my usual driving plan.

It's a catch all, "Transportation Services" includes Taxi's Uber / Lyft.
