They are having trouble keeping up with drivers leaving, was told they are struggling to keep older drivers and 7 out of 10 new drivers fail before they complete 50 trips.

So if they are losing 7 out of 10 drivers why would they cut rates further? They should increase them to a reasonable level so that they keep everyone happy. Passengers will still take Uber if the price is a little higher.
