Can I drive if I rent TLC ready vehicle from one of the various services such as Hertz, Tower, etc ? If yes, can you provide a definitive online source?

Yes you can, the cap is is for plating a new vehicle. Your renting an already plated vehicle. Speak with uber about your account access, i believe there was a waiting list for new drivers.
