I'd appreciate some helpful hints on ways to find public restrooms in Washington DC.

During daylight hours, any hotel lobby. Walk in, act like you belong there, and then hit the head. Leave it better than you found it to not ruin the privilege for the rest of us.
Also, the public restrooms on the Mall due south of the WWII Memorial are open daily until midnite.

I’ve also used porta potties that are in residential neighborhoods where a house is being remodeled, road construction sites, etc. I’ve only done this on evenings or weekends when people aren’t actually working there.

The New York Avenue Safeway is open twenty four hours and has a bathroom. It is not well maintained, but, it is there.
These days, even in the daytime, many of the hotels have a pass code on their lobby bathrooms. Sometimes, the desk clerk will tell you what it is.
When they are open, the Tenally Icky-D's and the Z-Burger across the street have bathrooms. Many Chipotles have them, but, as they print the code on your receipt, you must order something before you use them.
One of my favourites is the woods on either side of New Mexico Avenue between the Colonnade Apartments and Cathedral Avenue. There is always parking on New Mexico Avenue.
The woods on Oregon Avenue used to be pretty good for that, as well, but not so much, any more.
Keep a bottle of Spray Nine, a roll of paper towels in the trunk to "wash your hands" and a litter bag for the used paper towel.

This is literally my biggest problem. As I drive mornings, and like coffee, it's a constant issue. I'll utilize what I can, porta potties at construction sites, I even have a pee bottle the truckers use. I only use that in an emergency, a wardrobe malfunction as I used it once has scarred me for life. But I do break it out, once during the day on Constitution Ave. I'm not kidding, I pivot to the right and people walk right by and if they look they think I'm looking for something in the glove box. Always dump in the grass so people don't walk in my piss.
I can't tell you the number of multi-million dollar homes whose lawns I've fertilized in the dead of the night.

You are right. Best answer. I haven't dropped adeuce yet in the well coifed gardens if the super rich but it's in the bucket list

Yeah in Baltimore I use the hotels on Pratt street or just off pratt, half the week I'm north of Laurel. Excellent toilet paper. Every one. It's multi ply but made from soft materials so it's like wiping your ass with a cloud

Nice. I hate the TP where you can pretty much feel your butt when you're wiping.
