There are typically no issues driving in the city without your permit. However, if you are involved in an accident, etc., then a problem may arise (basically, the police have bigger things to worry about until you become a problem).

Do not pick up at Love Field or DFW, until you have your drivers permit + vehicle inspection sticker (Love Field); and add the DFW hired ride sticker before DFW pickups.
