Today I had a pick up at the Alcatraz ferry stop on embarcadero and I parked behind a peddicab bicycle driver for a couple of minutes. I noticed that he took a pic of my license plate and am now wondering why... What do you think? Is he reporting me to the cops or something?

I don't think he has the authority to do anything. This is why uber drivers drive around with paper plates.
 
It's mean report to your insurance providers.
And it's absolutely possibly. Be ready for a big changes. As long you're not commercial. Does not matter he got authorities or not. You will only one who will be suspended:)
 
This paper only for sfo. But not For commercial purposes. For your insurance companies, you're still doing this illegally.
Not anymore in CA. Per CA law Uber's Stage 1/Stage 2 now takes effect. Insurance can't cancel you in CA for driving with Uber.

A pedicab snapping a license plate is not likely to result in a ticket. If it is, it would be pretty easy to challenge in court - you need an LEO or a law-enforcement calibrated camera.

They're probably snapping photos at the pedicabs to make a case for greater enforcement with LEOs in the area.
