Nothing new Bob..... All 'big' companies do this. Apple/Google/Facebook/MS/HP/Dell/insert company name, all use the same setup to avoid 'taxes' in all countries.
Nothing new
what will stop to have new app which u hire tradies and pay them direct via app or any other services
Imagine someone come up with idea building new houses via same system international company will register building company i AUS you sign contract with them U payments go overseas and overseas company pays contractors and building company who is supervising and warranties the build .
This will create mess in the building industry all AUS building companies will go broke univen play field
International will be always cheaper due tax avoidance

$7000 to drive for uber ? Your dreaming bud, no one will pay this fee, the idea of uber is to offer a better product than a taxi company, why change the surge set up? It's supply and demand, I will not drive if it's going to cost me to more than it already does to drive, and you say 5 year old cut off for cars, I can tell you I drive an 08 outlander that's immaculate and smooth and doesn't rattle as much as the 2011 camerys and corollas that I've had the pleasure of catching.
The idea is to limit casual driver which only cherry pick hours like 8 hours per week sat night only and give opportunity to become full time employment for some drivers with decent pay
also if u want part time then option 3 will be for u 16 hours per week this will reduce number Uber cars and increase earnings for rest
U pay $1644 per year up to u if u dont want to drive all 52 weeks

Taxi licence government lease is $23000 per year
hire car one off fee is $40000
Money collected will go towards compensation Taxi licence holders which some taxi plate owner paid government $120000 and free market people were paying over $500000
This is much better outcome than government to decide to regulate rideshare and num plate becomes one off fee same as hire cars $40000

All depends on the rates..... If the rates went up by 50% to cover these costs, then sure..... I could think about thees term
Yep to be established min rate and the rest to be free market driven

This will put rideshare on equal terms with Taxis they will pay higher fee but they have designated taxi area allover city and they pick up pax from the street
Rideshare is no different to hire car VHA plates

Why? age is a way to ensure its in a RWC.... So doing a yearly RWC you could push the age out to 10 years or more.
Because even new car driven for 12 hours per day after one year may need new brakes and tyres also to make sure all safety equipment and signal lights are functioning u cant put public safety in hands drivers merit
Current legislation needs update car providing public transport need to have min euro 4 standard 7.5 star greenhouse rating & min 6.5 stars Air pollution rating
Older cars none of them comply with this

Brakes are 100000 kms
Tyres 60000 ish
Not for all cars mate some cars u need pads and disk replacement on 60000
also depends on style of driving and tyre disc and pads quality 50 t0 80000 per set of tyres
working 12 hours per day driver will do 300km per day if he is workaholic 1500 km per week say 46 weeks per year 69000km
Almost time for new set tyres and disc and pads on most of the cars
