Ride Share drivers should be allowed the same rules taxis do (when it comes to stopping for a pickup/drop off). Drivers should be able to stop momentarily in a "Loading zone", "Taxi zone", and "Bus zone" just like taxis do to pick up a passenger.
This would be a free-for-all for any John Doe to drop off Jane and Junior, even though John is not an Uber driver. There's no livery or plate to distinguish a ride share vehicle from a non-ride share vehicle.

I have no doubt your dog would be very well behaved. I also have no doubt it would not relieve itself in the car. So whilst I understand your have rights and I do empathise with your situation, you should also understand that the Uber service is not a taxi service per se.

technical taxis are not allowed to drop off in loading zones going by vicroads!
The vicroads website is out of date, referring to changes coming in 2007-08. The changes have since been made. The current Road Safety Road Rules 2009 are here: http://www.legislation.vic.gov.au/D...AA5A0D62CACA25761E001F5FF1/$FILE/09-094sr.pdf

179 Stopping in a loading zone
(1) A driver must not stop in a loading zone unless the driver is driving-
(a) a bus, or a commercial passenger vehicle licensed under the Transport Act 1983 that is dropping off, or picking up, passengers.
