I was just informed that Uber sends the panic Guaranteed $XX / hour notice out to a larger service area to over flood the market and then prevent any surge rates with drivers from out of town?

This is a very accurate estimation of our metropolitan service area. And there has been barely any yellow all night, let alone orange. NEVER a Surge rate, all night.
And the college students are out celebrating their pending graduation next weekend!

I am an out of town driver.
My closest market is 50 miles away.
I have 3 markets available to me under my security check.
New Orleans-50 miles
Baton Rouge-70 miles
Lafayette-90-miles
My area does not have Uber.although it could support 12-20 drivers in my estimation.
Especially on weekends.
Bar closing can be an hour or longer wait.

And, while I play on here, late for my work area . . .
Surge.time to go to work.
6.5 surge on a $33.00 airport run . . .
Apparently, the " in town " drivers are not keeping up right now
. . .

It appears the conventioneers are ready to head home.
Hard to get a taxi at an air bnb.
Call Uber or miss flight.
Jazz fest later in the day.
It will be a good day.

WOW you have small zones, our entire metropolitan area is only 7 or 8 large zones. and they're not how I would have broken up the city+

Bar closing can be an hour or longer wait.
I understand that, but why would (example) Uber Driver's in Detroit invite drivers from Cleveland to come in and kill the surge, and hope everyone makes the guaranteed rate $22/hr (before Uber fee is applied) which would be what in reality $16/hr?

It's happening again tonight, not even worth leaving my house tonight.
I can' stay up that late and meet all the requirements for a cheap night. (I have medications to take)
I could have made an easy $75-$100 and came home early :(
