The driver of that car is going to do some time too. Not sure why they keep referring to him as a her. He's clearly a man in drag.

Hey OP, your title is wrong and misleading.
First - the article clearly states "the National Transportation Safety Board said in a preliminary report released on Thursday." and "The NTSB did not say when it would release its final report on the accident."
Second - NTSB does NOT assign any blame/fault for the accident
