I AM NOT A LAWYER- seek legal advice from an attorney in your area for specifics.

With that said, in most cases you may

Ask, "is the dog a service animal?"

Followed by, "what task is is trained to assist you with?"

If the answer isn't, "yes" followed by a reasonable answer then you may still decline the ride.

"provides emotional support or companionship" is not a specific task.

Keep in mind, service animals must still be housebroken and cannot show aggression towards other animals or people.

You'll find out what the problem is when one sheds all over your car, and the owner doesn't have the courtesy to tip you to cover vacuum and time spent vacuuming, delaying you from taking business
Go to the 99 cent store and get 2 lint rollers for a dollar. They will pick up all of the fur in about a minute. You now have lint rollers to offer for the next 100 passengers.
