You've been able to bypass it for years.
If you feel the need -
1). Go Offline (stop new trip requests), then
2). Turn off & on your phone (Restart)
And when you're back online - the Rating screen has gone!
3). Don't forget to go back online.
** With Samsung phones i.e. Note-8 & up,
The process takes about 12 seconds for restart.
** With Apple phones it takes a lot longer to do phone turn off & turn on, ten years waiting for screen to be active -

It YES achieves the desired task -
To erase the pending "Rate the Pax screen"!
If you feel the need -

if you don't rate at end of trip, you are what Uber calls manipulating trip data. and that is what Uber calls fraudulent activity. What i mean by that, is taking trips without the intention to complete them.
