California just passed a law last year holding companies that hire more than 5 temporary employees as equally responsible as the temp agency. Here is another version and a key component which is really going to hurt Uber.

The government just redefined what it means to be an employer. It's a huge deal.
"The key question in the case was what makes an employer an employer. The current standard is that a secondary company can be judged a "joint employer" if it has "direct and immediate impact"on the worker's terms and conditions - say, if that second company is involved in hiring and determining pay levels."
Ignoring the joint aspect and just focusing on "employer" does Uber hire and determine pay levels?
