If you already filed, and provided info for an electronic refund, they will use that banking information. If you did not provide any electronic info, they will send you a paper check. The date of mailing will depend on how much you made in 2018 or 2019.

This might help...I did read an article yesterday that had a link and did say it was not active yet.... I'll try to find it but I'm spending so much time online my internet history is really long.... I'll post in a few hours on whether I can find it or not....
I don't know about that TourboTax link, if the IRS doesn't have a site to give them your direct deposit info, how can TourboTax. They are most likely collecting your info and will forward it to the IRS once they start accepting it.
