I saw a police car today and the lot was 10-20% full. Or is it for people who go through a red light and the police catch them going into the lot to park where they then give him/her a ticket?

Which is why everyone is driving 2 blocks to make a U turn, so they can get into the lot.
Yesterday in 105 heat, the lot is almost full and drivers standing out in the sun for 40 minutes.
No Surge too. Police and Airport officers are patrolling the lot. I bet they are wondering what insanity make people do this job, and why they have to babysit them.

You only get a ticket if your offline in the parking lot or if your placards are not on they don't care about biz license

TNC lot is a waste of time. you can get in there with just two right turns. Driving through the cell phone lot will get you a ticket.
