My vehicle is up for inspection. My friend is a state certified mechanic with his own shop. Can he do it or does it have to go through Uber's "approved" places? Prior to this I've always gone to Midas etc so as not to run any risk of rejection.

Based on your location, it is usually best to go with the approved mechanic list (from the UBER site). However, if your friend is ASE Certified (earned all 8 certifications), it will "most likely" be ok.
