Where on the globe has Uber shown such concern and raised rates accordingly? If rates get cut 20%, they may raise them 8% come the next season, but not without a couple other tweaks to take a bigger cut anyway.
Drivers are supposedly independent contractors: nothing will change unless drivers manage to figure in on the decision making process themselves. Every driver has a different car, a different reality, more or less drive to hammer out the hours. On those terms, it's hard to see how one rate could fit all. The surge and the function it serves seems to prove the point.
Low rate are the side effect of bigger problems at hand for drivers who have no personal agency.
