This Thursday morning 8/4/2016 , I stuck in the traffic for 45 minutes for my complete ride for only $9, so I email my complaint to uber about wrong , they told me that they only charger by the distance, they are no longer charge time to customers.

no longer charge for time? where? look at rider app and verify rates. UberX in Boston is .20 per minute

Not being from Boston, I've no idea how long distance it is... But if your rate 20 cents per minute, my guess is distance you drove is less than a mile. It should be under trip history like my screenshot below.

They asked me press agreements and must update my app yesterday, they don't show time duration anymore. Just show picked up and destination location.

Not accepting any more rides from 10 minutes or longer unless it's a 2.0 uber is out of it's mind expecting us to make less than minimum while letting them make money from our vehicles, they don't absorb one cent of that expense which is utter BS. I do want to thank uber for making me now want to get back in business for myself "not driving for them it's a joke" and getting my contractors license they really made it crystal clear why I would want to do that.
