In Sydney it appears Uber only allow cars with HC plates to join Uber black. Problem is RMS no longer issue HC plates.

Does anyone know whether Uber are likely to relax the plate requirements (provided you comply with their vehicle requirements)?

Seems pretty grey as existing HC plates may be phased out, so reluctant to invest in HC plates if UBer relax the HC requirement.

I would be very weary of driving for UberBlack. Uber can, and does, change the acceptable vehicle list on a regular basis. You might find yourself in a position where your expensive car might only qualify for UberX rates because Uber changed the list.
