Normal surge is a computer generated algorithm that is determined by number of drivers online and number of riders with the app on looking for rides. If you skip you are still online so you are increasing the number of available drivers. Also if you know you aren't going to accept rides without surge why bother to stay online? Just watch the rider app and wait.
Skipping is great when u r in a surge zone but close to a non surge zone.
BTW I know Uber can turn off and on surge at will, I'm just talking about the computer generated normal surge.
