I got my Driving License in California in March 2019, I have a Driving History Certificate from Dubai (RTA) and I have 7 Years Driving record in Dubai, U.A.E, Can I join Uber or Lyft?

Highly doubt it. But I guess you won’t know until you try. Just don’t hold your breath.

Nope. You must have a license in a US jurisdiction for at least 1 year before being accepted to drive for Uber. Dunno about Lyft.

In California, Lyft requires that you have a California license for at least 1 year.
I believe Uber's requirement is longer.
