No... They always have a high price so they are always gouging.
Price gouging is defined by Wikipedia as: "Price
gouging is a pejorative term referring to when a seller spikes the
prices of goods, services or commodities to a level much higher than is considered reasonable or fair, and is considered exploitative, potentially to an unethical extent."
And yesterday on the radio the governor described price gouging as pricing a product significantly higher than the local average price.
That Shell station is definitely price gouging now. The fact that they are price gouging ALWAYS doesn't take away from the fact that they are currently doing so.
