On Sunday morning I received a pickup request at Dulles Airport and proceeded to the terminal to pickup the client, Door 1, once I arrived I was stopped by Airport police and issued a formal warning and my picture, driver license and vehicle information recorded and requested not to pick up passengers at the arrival section, middle section, of the terminal as commercial vehicles are only allowed on the departure and bottom level. I was also given a airport authority memo which requires TNC vehicles to record in ink prior to picking up a passenger certain information such as the name of the passenger, the pickup location, such as terminal location and the time of the pickup request.

Additionally, it requires the destination to be recorded also prior to pickup. I was told I would have my car impounded if I was stopped again and found to be in violation of these requirements.

I did not think my automobile qualified as a commercial vehicle, and therefore was barred from the middle section of the terminal to pickup passengers, I was under the impression that I was only barred from going to the lower level.

I will now ask the client to meet me on the departure level but I will also be required to ask the client his destination and record the information by hand in ink on paper before I proceed to the pickup.

However, if the client refuses to inform me of the destination prior to arrival I will be forced to cancel the trip which will affect my acceptance percentages.

Has anyone else been stopped. It appears that with the new Virginia TNC registration sticker, you are very open to police oversight, he went straight to the passenger and asked him first if it was an Uber pickup, and didn't even see my trade dress at first as he asked where it was. I refused an Airport pickup yesterday in DCA as I do not know if Commercial vehicles are able to access the arrival section.

I'm still confused as to how the airport police caught you? Were they checking every car? Or did they see the phone in the windshield?
When you are working Uber, to an officer you are considered commercial because you are a for hire business regardless of if you are in a car or not.

Contact Uber and ask for clarification. I never had issues picking up pax at any airport and cops see my tnc and Uber stickers.

They caught me because I picked up at door 1, international door, the cops always park just before door 1 and I have the nice little black and gold registation sticker on the license plate as required by Virginia DMV. They were on me as soon as I pulled up to the rider. I contacted Uber DC, their reply stated that they are in contact with MWAA and working on the issue but as always remember they have my back. My phone is not mounted on the windshield but in the air vent on the dash.

Yes you have to write arrived pax info in your log book at Dulless airport

This is why I go offline after drop off at Dulles, and head to RTC or Herndon for a return trip so I'm not driving dead miles back inside 495.

actually if you go to waybill. the pax information is there. So you do not need to record anything. we are not commerical vehicles, we are registered TNC vehicles. There is a difference. Uber sent out a email explainging that we are allowed to pick up/drop off at airports. As long as we do not hang out on their property for requests (pings). Next time show them the information in waybill. that is what waybill is for.

nothing regarding pickups has changed at Dulles - from day 1 the pickup point was supposed to be hourly parking like the rest of the commercial vehicles. Enforcement was lax - that seems to have changed. I wouldn't want to get in a debate with the airport police on whether TNC is commercial (you certainly aren't there for free so by definition you are commercial). http://newsroom.uber.com/dc/2013/04/pro-tips-getting-an-uber-at-the-airport/

Ive never heard that shit, what type of vehicle is it. I always pick up on Arrivals middle level. Are you giving out misinformation to *** Über drivers over? I never go to the bottom its 5 dollars to get out, if client want me on bottom they can suck a dick and i cancel out

I totally call bullshot on thos whole thread! Ive never had issues dropping off or picking up on middle level arrivals, i never go to the bottom its 5 bones to het put of that cluster**** and its fpr limos, shuttles, cabs/taxis and buses until im told otherwise, Über On!

I don't know if the police that stopped the Uber driver of the OP was acting lawfully or not. But his story of being stopped and told what he was told is quite plausible. Unless they have been changed recently, this is what the regulations at Dulles were the last time that I checked them (notice that it says vehicles for hire other than taxicabs, and then includes the word "whatsoever"; that policemen's interpretation must have been that Ubers fall in that category):

Operating Conditions for Vehicles for Hire Other than Taxicabs.

(1) Notwithstanding any other provision of this Chapter, no driver of any limousine, executive sedan, or any other vehicle for hire whatsoever with a seating capacity of fifteen or fewer persons shall pick up or attempt to pick up a passenger at Dulles unless:

(a) the driver or, if an independent contractor, his company or, if an employee, his employer has a contract with the Authority authorizing him to pick up passengers for hire at Dulles; or

(b) the driver comes to Dulles to pick up a passenger in response to a request to transport that passenger received prior to his coming onto Dulles and he has a record of the date and time the request was received, the name of the person to be picked up and transported, the person's destination, and the date, time, and point of the pickup. Records must be written legibly, in ink.

If I am taken out to Dulles from DC, it's a good day.

BUT, I get the hell out of Dulles right after dropping off. Anywhere down the road in VA is better.

I'm not waiting 30-60 minutes for a ride to Ashburn or a local Dulles hotel.

i'd like a lawyer input on this:

How does a cop at air port have the right to pull you over? How does he know you're driving for uber/lyft? what if it's just you're picking up your friends or family? do they have the right to harass people randomly to check if they ride for uber/lyft?

I mean really... hide your phones, stick it somewhere so the police can't see it through the window.
