When I first started and really wasn't thinking strategy (and rides were much easier to get , there's definitely way more drivers in the area now) I used to downgrade and no show equally, but now I don't for locals anymore. I want to have them as potential customers and I don't want them revenge down rating me. What open my eyes to this is one night I picked up a local lady and brought her home. She was intoxicated and kind of rude so I down rated her. Then a couple of times in the morning I got a ping for long rides probably going to the airport which is a nice run, and shortly after I accepted and saw it was her she canceled. One time I no showed a local and then it turns out she's a very frequent Rideshare user and I've had her many times since. That's when I realized I need to think about not p%#&ing off the locals.

If you are in a small market and dont get alot of pings you should be concerned with not getting requests from local paxes from giving 3* or less...
